Anthony (Tony) Paul is an internationally recognized energy and strategy advisor. In his work with governments, NGOs and Think Tanks, he advocates for developing countries to maximize local benefits from their extractives resources, through capable and accountable regulators, who are able to maintain a predictable and attractive, yet fair investment and operations environment. He believes that citizens, as owners of the resources, deserve transparency and education to be able to play their role in managing the sector to shape their country’s destiny.

He has advised and supported several countries on their journeys to design and implement local content and capacity development policies, including Nigeria, Angola, Kenya, Tanzania, Senegal, Guyana and his home countries of Trinidad and Tobago and Ghana.

Tony holds a BSc in Geology from Imperial College, London and an MS in Geophysics from the University of Houston, Texas. He is currently serving as Hydrocarbons Senior Advisor to the Ministry of Mineral Resources and Energy, Mozambique.
